Help with autoinstall and grub

I am trying to use autoinstall with 20.04.

During the install I get install-grub FAIL. (lines are)
installing grub on target devices
install grub STATUS.FAIL

What would make the install of grub fail?

I am just using the default storage:
  storage:
    layout:
      name: direct

There is an OS on the system, CentOS EFI.  but I also get the same issue
with non-EFI.
