(And version of Ventoy?)

Chromebooks are not PCs. Someone has probably hacked this one in order
to put Windows on it. You will have to find out how, what they used,
and then repeat the process.

Or, restore ChromeOS onto it -- the builder app is free and runs
inside Chrome as an extension -- and then use Crouton or something for
any Linux stuff you need.
