this has not been a choice by Ubuntu/Canonical but was introduced as
"more predictable names" by the systemd developers [1].

In fact Ubuntu used the old naming scheme for several releases by
disabling the described udev rules file ... but more and more userspace
tools have been adjusted for this new naming and nowadays Ubuntu
follows suit.
