That is the problem.

Red herring, I think.

Tough. That is the answer. Do it.
Here is what I had to do to make my new work Dell dual boot:
[1] Disable secure boot. Reboot. Check Windows starts OK.
[2] Turn off Bitlocker in Win10. Decrypt whole hard disk. Reboot.
Check Windows starts OK.
[3] Turn off RAID mode in the BIOS.
This is tricky because Windows then won't boot. Here is how to bypass that:
https://askubuntu.com/questions/1208384/help-with-dual-boot-windows-10-and-changing-from-raid-to-ahci-dell-g3-3590
Check Windows starts OK in normal mode.
[4] Shrink Windows partition on SSD using Windows disk manager.
Reboot. Check Windows starts OK. Run CHKDSK /F to check for errors.
Reboot. Check Windows starts OK.
[5] Upgrade to latest Ventoy for UEFI compatibility
[6] Boot Mint, make new partitions, install
I needed this workaround:
https://github.com/ventoy/Ventoy/issues/965
[7] Check Windows starts OK. Install updates.
[8] Reboot into Mint. Install updates. Reboot. Check.
[9] Reboot into Windows. Check Windows starts OK.
It is getting harder. You need to do the legwork.
"This is too slow, I want a quick way" is not going to work.
