Support for passing a local .deb to "apt-get install" was added in
versions 1.1~exp1 and 1.1~exp2 of apt (that should be enough for you to
find it in the changelog), so in Ubuntu 16.04.
"apt" and "apt-get" are mostly the same code with just a slightly
different frontend. As far as I can see, this facility was added to
both "apt install" and "apt-get install" at the same time.
