cloud-init autoinstall not asking for user-data

Hi All

This is my boot line:
root=/dev/ram0 ramdisk_size=1500000 nouveau.modeset=0 fsck.mode=skip
autoinstall 'ds=nocloud-net;s=http://MyIP/autoinstall/' ip=dhcp url=
http://MyIp/aut
oinstall/ubuntu-20.04.3-live-server-amd64.iso cloud-config-url=
http://MyIp/autoinstall/meta-data  --- splash nouveau.modeset=0

Its non-EFI booting, The cloud-init.log "never" asks for the user-data file
? so it goes to the manual install. How do  I find out why ?   I do see it
ask for the meta-data file - no problem.
There are no errors in the cloud-init.

How do I find out or debug why it never asks for user-data ?
