You should have selected a more uncommon base address when you were at it.
Just moving one or two numbers up from the most common network address in the
world will not cut it if you want to connect from a different network, say an
internet cafe or such.
Better use something like 10.217.113.x, which is much less likely to be
duplicated elsewhere. It is still a private non-routable address range like
192.168.x.y is

This might be caused by DNS if you are pinging or trying to connect via names
rather than IP address.
If you use names then enter the machines you need to reach into /etc/hosts on
the VPN client machine.
