Autoinstall not able to grab files ?

I am using autoinstall on a VM.
I have used autoinstall a number of times and have it working - just not on
this VM.

This is the VERY first line in cloud-init.log

What would cause this failure ? I goto ALT-F3 and and the network is Live
and good.
I can reach MYIP no problem. I can ssh to it - use curl to download the
user-data and meta-data files (ok meta-data is an empty file) - but it
works.
