apksigner version mismatch

Well it appears that, for some reason, on 21.04, apksigner v0.9 is
packaged up in an Ubuntu package version 30.0.0-3.  I have no idea
why.  The answer to the question is that you are using 0.9.

In 20.04 the package is 0.9-1
