I have kind of figured it out.

The panel clock, which is the clock that is automatically installed in
the panel, upon system installation, is a component of the applet
"Indicator Applet Complete", in which, the clock component is
minimalist, and can not be configured.

What I have on the 20.10 system that is running, in the same position
in the panel, is the applet "Clock", which was apparently added to the
panel, in a reincarnation of the operating system; either during the
life of the current version, or, in a previous lifetime, in a previous
version, before the version upgrade to the 20.10 version.

So, whilst the Clock applet would be a more useful component of the
"Indicator Applet Complete", with the configurability of the Clock
applet, than the unconfigurable (well, to the same extent) clock
component of the "Indicator Applet Complete", at this stage, it
appears that the only way to have a clock in the panel, that has the
configurability of the Clock applet, is to add the Clock applet to the
panel, to be there in addition to the clock component of the Indicator
Applet Complete, so, having two clocks in the panel.
