Install from Deb

I always install chrome as admin from the terminal, like this:-
wget 
https://dl.google.com/linux/direct/google-chrome-stable_current_amd64.deb
to download the deb file, then
sudo gdebi google-chrome-stable_current_amd64.deb
to install it.

I just tested wget with your Vivaldi download link which worked fine,
so try the above?
