You mirror is out of date, I get
apt policy libssl-dev
libssl-dev:
  Installed: 1.1.1f-1ubuntu2
  Candidate: 1.1.1f-1ubuntu2
  Version table:
 *** 1.1.1f-1ubuntu2 500
        500 http://gb.archive.ubuntu.com/ubuntu focal/main amd64 Packages
