Why the changes to the 18.04 desktop?

Yes, Alt-F4 will work for now, but Alt-Space c was nicer because the keys
are close together.

Have a look in Settings > Keyboard Shortcuts and make sure Alt+Tab has
> not been mapped to something other than Switch Windows as that is what
> it has always done for me.

I've upgraded to 20.04, and I find that the proper functioning of Alt-Tab
has returned.
