Upgrade to 20.04.1 no internet

Prior to the upgrade Bind9 has been running with no issues for years
through various LTS upgrades now on this one seems like lots of things
are borked. Running netstat -a -o -n shows this for 127.0.0.1:53:

using pastebin so column formatting is correct. According to the above
named is running. I have no idea where to go from here.
