I believe S/W and Updates is the dialog for setting up package
sources, when to check for updates, additional drivers etc.  A least
that is what it is in vanilla Ubuntu.
In vanilla ubuntu it is the same as running, in a terminal,
software-properties-gtk
but I don't know if there is a different version for Xubuntu.
