Fur future searches:
I managed to find an old (from 2013) comment on
StackExchange/AskUbuntu, which directed me to a configuration item
solving the problem:
https://askubuntu.com/questions/161249/bashrc-not-executed-when-opening-new-terminal
Basically:
Start Terminal in the GUI
Menu: Edit/Profile_Preferences/Title_and_Command/Command
Check the item "Run command as a login shell"
Close Terminal and start it again.
Now the ~/bin dir is included in PATH!
