I needed to flash the BIOS on a Dell desktop PC not so long ago. In the end
I used my only Windows device - a netbook - to create a USB flash drive
based Windows 10 installer media. Then I installed Windows 10 on the
desktop PC. Then I ran the Dell provided programme to flash the BIOS. It
solved the issue (not recognising all of 4 x 1 GiB of recently upgraded
memory. Then I wiped the system and reinstalled Linux.

HTH,

Ian
