Update to 20.04 failed

Just for clarification; the "sudo apt-get -y dist-upgrade" component
will not upgrade to a newer distribution version, when one becomes
available, or, will it?

So, is the command safe to run on 16.04.x, without having to worry
about a later (than 16.04) version being implemented, and, on 20.04,
all the way through its lifecycle (or at least, until 24.04.1 is
released), similarly, without a newer version being installed?
