Thanks to everyone.

It appears that if the window for a dist-upgrade is closed you can not 
one. Since, my home directory is on a separate partition I backed it up 
and did an install from a bootable usb stick containing 18.04.

Once got that done I was able to get 18.04 LTS installed AND usable.
