well, i was originally quoting the (and replying to):

"indicating that 20.04 has not yet been formally released."

which is true for LTS users and the reason why it will still be marked
"development release" for them.

and later i was replying to your statement:

"it should propose the update for all"

which isnt true (as it is only for 19.10)

anyway, no need for nitpicking here ...
