Because it is up to date. Ubuntu is a release model distro. You are
using Eoan (19.10). For this release lz4 will never become upgraded to
a newer version. It will stay with 1.9.1. There could be upgrades, such
as those providing security fixes for 1.9.1, but if so, just the
package version will increase.
If the program you try to compile isn't maintained anymore, you might
need an older version of lz4.
