Help with unsubmitted bug report

Hi there! my gnome-shell crashed/restarted and ubuntu detected the error. However it showed apport and some 3 other packages as outdated and didn't submit the bug report. I checked on ubuntu software updater, it showed everything is up-to-date. I always update when there are updates.

I ran sudo apt update, and it showed 4 upgradable packages - apport and some others. Now i want to ask: what is the bug - ubuntu software updater not displaying updates, or the bug reporter not submitting bugs that happened because of not-existing updates? Where should i post a bug report for this to be fixed? Thank you for any help!
