libnotify4 on focal requires gnome-shell?

I'm working on being able to deploy focal servers and running into a bit of a snag. We use collectd, which in turn requires libnotify4. For some reason, on focal this is now requiring the gnome-shell package, which in turn wants to install another 485 packages, mostly of desktop looking stuff like xserver packages. Is this intentional or possibly a mistake? I'd rather not have to install an xserver (along with a lot of other unnecessary packages) every single one of my servers (as older ones get upgraded). If this is intentional, is there a reasonable workaround to it?
