Sorry, I thought it was but I've rechecked my Snap list and it isn't!

It was pre-installed by the laptop manufacturer, so I expect they've used an older version. This is the About info:

My software updates are for main, universe, restricted, and multiverse. Other software is set to Canonical Partners, ppa for Dropbox, and a ppa for the manufacturers Launchpad.
