Strange behavior with re-installed laptop

I think this may be just be a bug in the OS which came and went with
updates.  If you do a search I think you will find lots of reports and
cures and non-cures.  I certainly saw it a few times on my laptop when
it was running 18.04. 

It *seems* as if it has been fixed with later major versions, I've not
seen the problem at all now I'm running 19.10.

Maybe best to wait until 20.04.1 and upgrade to that if you want to
stay with an LTS version.
