As has been mentioned, changing apt is complicated, hard, and will
cause many undesirable side effects. That is, in part, why I suggested
using an alias. Default install of some VERY CLEARLY WORDED ALIASES
would help greatly to reduce the confusion without changing the
underlying apt and making many folks unhappy for other reasons.
Also, the responsibility for this **default install of aliases** would
be with Ubuntu, not the apt developers. How do we make effective
suggestions to those folks?

That may not be the best place to make suggestions.
Why not try, on this list, to come up with some clear wording for us
lowly, non-expert users? At least 2 main things - (1) update the current
version I am now using, and (2) get a new version to replace my
current version. The aliases don't have to duplicate the dozens of
things one can do with apt.
I like using 'version' to distinguish old and new - the word even the
experts used to clarify. Is there a better word that NON-EXPERTS would
be more likely to clearly understand?
