That's a shame. I suspect there's no alternative but for this to
remain a point of confusion. It seems unlikely that there will be an
elegant naming convention that would be clear enough to fend off
fears of unintentionally upgrading to a new operating system release
as long as "upgrade" remains in the command. I'm going to give it
another try, though:

How about these for the lists?

apt update-list
apt-get update-list

How about these for the packages?

apt update-packages
apt-get update-packages
