apt provides "upgrade" and "full-upgrade".

The option "dist-upgrade" is not really misleading. If you replace the
repositories of Ubuntu release a, by the repositories of Ubuntu release
b, it actually would be the option to upgrade the distribution from one
to another release. And historically it maybe was used to do it, maybe
to upgrade from one to another Debian release.
