you should probably take a look at the network-manager snap then ;) 

it is used by a bunch of our IoT customers on IoT devices (with classic
server install as well as on Ubuntu Core) and AFAIK it doesnt bring any
X dependency along (and should not really be installed on desktops)... 

... not to mention the fact that you can actually pick from three
versions between 1.2 to 1.22 ... (see "snap info network-manager")
