This was a proposed internet standard in February 2004.
There has been no activity on it since then.

I changed my signature block, anyway.

The old one was an exact quote from the novel cited.
The character Odile was not a native English speaker and used quirky
grammar.

But, complaints about signature blocks are not really relevant here.
