ubuntu-bug collects data then does nothing

I have found the problem.  If Settings > Privacy > Problem Reporting
is disabled then ubuntu-bug fails silently.  I have submitted a bug
for this.

Now I see I have another problem, which is that reporting keeps
switching itself off for some reason.
