ubuntu-bug collects data then does nothing

Trying to report a bug on a system running 19.04 (upgraded over
several versions) when I run
ubuntu-bug gnome-shell
it collects the information and asks if I want to send it.  I say yes
but then it just returns to the command prompt instead of sending me
to Launchpad.  It worked ok last time I used it, though that was some
time ago.  The package name does not seem to be significant.

Google has not turned up anything helpful.  Any suggestions?
