Recommendation for a scanner?

My OKI all-in-one printer does all that as well as being a colour laser
printer.  It cost around £160 I think so is well within your budget.

The model is MC342N.

Linux support is excellent, it comes with a pop-up utility that
installs itself in the task bar on my xubuntu system, but you can just
run it as well if you want.
