They're both mirrors of the same hidden primary archive; in fact
security.ubuntu.com is just a different virtual host on most of the
archive.ubuntu.com hosts.

Ubuntu installers typically configure systems to use per-country mirrors
of archive.ubuntu.com (e.g. gb.archive.ubuntu.com,
jp.archive.ubuntu.com, etc.).  We treat security.ubuntu.com as
authoritative for security updates because it doesn't have this
mirroring scheme, so it allows us to get security updates out to users
without a mirroring delay, while making sure that most of the archive is
still fetched from mirrors.

There's nothing *wrong* with getting security updates from
archive.ubuntu.com as such - at present you'll get the same contents -
but we recommend security.ubuntu.com.
