The question doesn't make sense for Windows. There's no such thing as
a Windows live DVD/USB/etc.

Yes, I know, there is Windows PE, but that is not really a full copy
of Windows. It'd a sort of live environment, but AFAIK, MS does not
distribute any such thing.

Discounting the "both" part, if you know of a Linux tool that can take
a Microsoft Win10 ISO from microsoft.com and make a bootable USB key
from it, I am interested, yes, please.
