The recommend it to cover their backside.

Whether it is sensible or practical "depends".

If someone don't have the skills to do a system backup, then they
probably don't have the skills to restore it. A full system backup is
the thing you give to the professional with the words "I toasted my
system, here is a full backup, please restore from it".

99% of backups that are actually useful to the normal user are file-by-
file backups of the stuff that is actually valuable to them and that
cannot easily be replaced (or cannot be replaced) if lost.
