I expressed my surprise in a different way. It would be nice to have
some ackowledgement of the case of mistaken identity that took place
soon afterwards.

The hplip package does not have to be installed for scanning to take
place. The libsane-hpaio package is sufficient for legacy HP MFDs.

I assume by "scanner program" you mean programs like Xsane. Such
utilities do not provide any scanner drivers.
