Just in case that does not work I will give you a direct link to the
file for Ubuntu 19.10:
https://download.opensuse.org/repositories/home:/pzz/
Install (I believe double-clicking on the filename will do this) and
test with either the 'simple-scan' or 'xsane' commands.
Please give us the output of
scanimage -L
