Not sure about "the machine that monitors these devices" but I had a
similar problem a while back and was able to contact my Mikrotiks by
telling ssh that it was OK to use the old cyphers. If that would be
useful, try adding these lines to the end of /etc/ssh/ssh_config:

   HostkeyAlgorithms +ssh-dss
   KexAlgorithms diffie-hellman-group14-sha1

Feel free to email me direct if you want to discuss the Mikrotik
problem. I use Mikrotiks quite  lot; not a guru but might know
something useful.
