Ubuntu on Windows (setup and apps)

I enabled Ubuntu on Windows 10 some time ago and have been using it a
little. I'm still setting things up, and have found a few oddities.
I found a great guide to setting the console to look like normal Ubuntu:

That's fine, but I actually am used to the Xubuntu flavor, which is
different, and I set my terminal background to something yellowish because
I find dark backgrounds make it hard to read stuff -- no mater which of my
several monitors I try. So for my setup on WIndows, I prepared a file
showing how I modified things -- the same way as the above web page, just
different color values in a few places. I've copied the meat of that file
below, but I still have a problem:
I use the VIM editor a lot. With my setup for the terminal, a number of
operations in VIM, like opening a new line, create a line of the dark
background color that I replaced with yellow everywhere else. I don't know
if there's a VIM setting I need to change, or perhaps a setting somewhere
else. Can anyone help me with this?
Here's the color scheme I'm using:
In the chart below, the Gen column has four possible entries:
SB screen background
ST screen text
PB popup background
PT popup text
An entry of '-' in My Preferences means the item is the same as the default
