Do you mean that while you are downloading stuff the problem appears,
rather than while actually installing the updates?
If so then are you using WiFi and are all the affected devices using WiFi?
If so then likely it is the WiFi clogging up. You could prove this by
trying while wired in.
Either way check that the router firmware is up to date.
