Upgrade paths from UbuntuMATE 16.04.x and 18.04.x to 19.10

I had been considering also, the prospect of 16.04 -> 18.04 -> 20.04,
given that it is just another six months until the expected release of
20.04, which would include the enhancements contained in 19.10, and
more; sticking with just the LTS versions, as I had done for the last
few years.
Due to what happened with the botched attempt at upgrading from
16.04.x to 18.04.3, I am inclined to avoid as many version upgrades,
as possible, and so will now probably stick with the LTS versions.
Now, I need to get the system with the botched 16.04.x -> 18.04.3
upgrade, fixed, before considering any further version upgrades...
