Suggestion -- may or may not help:

1. Plug it into the network with an Ethernet cable.
2. Do a full update:

$ sudo apt update
$ sudo apt full-upgrade -y

3. Reboot. Any better?

If not:

4. (Still cabled to the Internet.) Go into the "additional drivers"
dialog and see if any are available for your wifi card.

If so, install them and reboot.

5. Ensure you have the HWE (Hardware Enablement) stack installed.

If that doesn't work, it's beyond any specific suggestions I can make
as I don't know the particular model of machine.

Ensuring your motherboard firmware is current is always a good idea, though.
