What's "mouseover functionality"? (was Re: Slow boot, how do I configure for nosity boot?)

Now, with my having said that the mouseove functionality is not
present in 19.10, and, with the references in the preceding mesages,
to tooltips, I correct myself and clarify.

I have noticed that, in wikipedia, where, in an article, a hyperlink
is included, a mouseover will open a little information box (for want
of a better name), which displayes some concise information about the
subject of the hyperlink; the label for the hyperlink.

So, it is not that the mouseover functionality is missing; it seems to
be working.

What appears to be not working, is this tooltips thing, even though,
as I have posted above, the tooltips setting appears to be shown to be
switched on.
