What's "mouseover functionality"? (was Re: Slow boot, how do I configure for nosity boot?)

I believe that I have previously described this - when the pointer is
placed over something like an icon, a box with text, describing the
thing represented by the icon, is displayed.
But not in any of my (three) installations of UbuntuMATE 19.10. The
installations have different hardware, so, it is not a matter of
"well, the mouseover does not work with nVIDIA", because it also does
not work with other graphics thingies.
And, so, in 19.10, with its different and unknown icons, what they
are, is concealed.
In previous versions (like 16.04, which, with its versions of
applications, is far superior to 19.10), things like the mouseover,
worked.
