19.04 in virtualbox

You haven't really given us enough info to go on.

* What CPU/model/speed? Does it have hardware virtualisation? Is this
turned on in the firmware?

* What version of Virtualbox? Are its drivers correctly installed? Do
you have DKMS? Are you running the standard kernel, or an HWE kernel,
or what?

* What resources (memory, disk) have you given the VM?
* Is 3D acceleration enabled?
* Do you have the VBox extension pack installed?
