formatting a usb drive

Sir/Madam

Can somebody advise me what is going on here please

I have just opened a new usb drive that is 16gb

I place it in my computer running Ubuntu 18.04

lsb_release -a
     No LSB modules are available.
     Distributor ID:    Ubuntu
     Description:    Ubuntu 18.04.2 LTS
     Release:    18.04
     Codename:    bionic

uname -a
    Linux lupus-st-andrews-ac-uk 4.15.0-45-generic #48-Ubuntu SMP Tue 
Jan 29 16:28:13 UTC 2019 x86_64 x86_64 x86_64 GNU/Linux

Run parted

parted /dev/sdc

Why does it only see 3093Mb (a quarter of the drive size)

What am I missing here ?
