In what way is Ubuntu broken?
I already suspect a hardware failure, but to be completely sure,
install a 16.04 Xubuntu as well as a 16.04 Ubuntu Mate.
If the 16.04 installs should work, then install a 19.04 Xubuntu and a
19.04 Ubuntu Mate.
