My guess is, that a company selling an operating system needs to take
care about the majority of users, who pay for the operating system.
It's hard to believe that MS doesn't care about the majority of their
users. Perhaps you are mistaken regarding MS. However, you are at least
partial mistaken regarding Linux.

Ubuntu 18.04 with the default desktop environment GNOME is just a small
part of what a user could chose, to run on a Linux kernel.

Since I neither know your needs and skills, nor how good, bad or ugly
other desktop environments are maintained, it's not easy for me
to recommend another distro or another Ubuntu flavour.

Maybe you should test Ubuntu Mate. I prefer to use the window manager
openbox without a desktop environment and to handle settings by scripts
and command line, on Ubuntu and Arch Linux.
