This sounds like Ubuntu bug 1766217

I don't think it's been fixed yet, but if you read through you'll see a
pretty straightforward workaround -- deleting one file seems to restore the
list of updates.

Technically since you're using a different "downstream" distro so you may
want to file a bug wherever the MATE people keep track of bugs, and maybe
reference Ubuntu bug 1766217.
